1.1. Hygienic regulations “Maximum Permissible Concentrations (MPC) of Chemicals in Soil” (hereinafter referred to as the regulations) have been developed in accordance with Federal Law No. 52-FZ dd. 30.03.1999 “On the Sanitary and Epidemiological Well-Being of Population” (Collected Legislation of the Russian Federation, 1999, No. 14, Art. 1650; 2003, No. 2, Art. 167; No. 27, Art. 2700; 2004, No. 35) and Provisions on the state sanitary and epidemiological regulation approved by Decree of the Government of the Russian Federation No. 554 dd. 24.07.2000 (Collected Legislation of the Russian Federation, 2000, No. 31, Art. 3295) as amended by Decree of the Government of the Russian Federation No. 569 dd. 15.09.2005 (Collected Legislation of the Russian Federation, 2005, No. 39, Art. 3953). 1.2. These regulations are valid in the entire territory of the Russian Federation and establish maximum permissible concentrations of chemicals in soil of various land use. 1.3. The regulations are applied to soils of settlements, agricultural lands, areas of sanitary protection of water supply sources, territory of resort areas and separate institutions. 1.4. These regulations have been developed on the basis of complex experimental studies of the hazard of indirect impact of a substance – soil contaminant on human health, as well as taking into account its toxicity, epidemiological studies and international regulation experience. |
