Description	The present federal rules and regulations in the field of nuclear energy use "Requirements to quality assurance programs for nuclear facilities" (hereinafter referred to as "the Rules") are developed in accordance with Federal Law No. 170-FZ of 21.11.1995 "On nuclear energy use" (Russian Federation Code, 1995, No. 48, p. 4552; 1997, No. 7, p. 808; 2001, No. 29, p. 2949; 2002, No. 1, p. 2; No. 13, p. 1180; 2003, No. 46, p. 4436; 2004, No. 35, p. 3607; 2006, No. 52, p. 5498; 2007, No. 7, p. 834; No. 49, p. 6079; 2008, No. 29, p. 3418; No. 30, p. 3616; 2009, No. 1, p. 17; No. 52, p. 6450; 2011, No. 29, p. 4281; No. 30, p. 4590; No. 30, p. 4596; No. 45, p. 6333; No. 48, p. 6732; No. 49, p. 7025), by Decree No. 1511 of the Russian Federation Government dated 01.12.1997 "On approval of the Regulation on the development and approval of the federal rules and regulations in the field of nuclear energy use and the list of federal rules and regulations in the field of nuclear energy use" (Russian Federation Code, 1997, No. 49, p. 5600; 1999, No. 27, p. 3380; 2000, No. 28, p. 2981; 2002, No. 4, p. 325; No. 44, p. 4392; 2003, No. 40, p. 3899; 2005, No. 23, p. 2278; 2006, No. 50, p. 5346; 2007, No. 14, p. 1692; No. 46, p. 5583; 2008, No. 15, p. 1549). These Rules set the requirements to the structure, content and procedure for the development of quality assurance programs (hereinafter referred to as "QAP") for nuclear facilities (hereinafter referred to as "NF"). The terms and definitions are contained in the Annex to these Rules.
