Article 1. Basic concepts used in this code For the purposes of this Code the following basic concepts shall be used therein: 1) town-planning shall mean the activity of developing territories, including towns and other settlements, exercised in the form of territorial planning, town-planning zonation, planning of territories, architectural engineering and structural design, construction, overhaul and reconstruction of capital development units, upkeep of buildings and structures; 2) territorial planning shall mean planning the development of territories, including for the establishment of functional zones, for determining the planned location of objects of federal importance, objects of regional importance and objects of local importance; 3) sustainable development of territories shall mean ensuring while conducting town planning the safety and favourable conditions for vital functions of people, limiting the negative impact of economic and other activities on the environment and ensuring the protection and efficient use of natural resources in the interests of the present and future generations. |
